Located at 2947 Youngstown Road SE in Warren, the Trumbull County Board of Elections serves as the county’s central resource for voter registration, absentee and early in-person voting, election information, poll-worker administration and Board meetings.

Phillips Sekanick Architects approached the renovation with the recognition that an elections facility must function as both a public-facing civic environment and an administrative workplace. Changes to the facility included separating public and private spaces, improving workflow, creating a new conference room, and adding new offices.  The roof on the entire structure was also replaced as part of this project. The improvements support Board of Elections personnel while responding to changing operational demands throughout the election calendar.

Election offices present distinctive planning considerations. Public access and voter services must coexist with staff work areas, administrative functions, election equipment, and records operations, with substantially increased activity during early voting and major elections. The Board also conducts testing of ballot scanners, electronic poll books, accessible voting devices and tabulation equipment, illustrating the specialized responsibilities accommodated within the facility.

The project demonstrates Phillips Sekanick Architects’ experience in government architecture, civic facility renovation, public-sector interior design, workplace planning and renovation of existing buildings in Northeast Ohio. The work reflects the firm’s ability to adapt established facilities to evolving operational, technological, and public-service needs.
